FECE Nepal Welcomes Government Crackdown on Unauthorized Educational Consultancies, Urges Law-Abiding Members to Operate Fearlessly

    EDUCAST, The Federation of Educational Consultancy Entrepreneurs Nepal (FECE Nepal) has expressed its full support for the recent government crackdown on unauthorized educational consultancies operating illegally across the country.

    The federation’s serious attention was drawn to a press release issued on May 1 (2083 BS) by the Kathmandu Valley Crime Investigation Office, Teku, under the Ministry of Home Affairs, in coordination with the Ministry of Education and Sports. The police action initiated investigations and legal proceedings against several educational consultancy firms operating without proper approval from relevant authorities, violating the Education Act 2028, Education Rules 2049, and the ‘Educational Consultancy and Language Teaching Directive 2073’.

    FECE Nepal extended its gratitude to the Government of Nepal, fully endorsing the monitoring, investigation, and legal actions taken against firms operating without formal state approval. The federation expressed belief that these regulatory steps will help systematically clean up the sector, making it more transparent, credible, and accountable.

    Legitimate Businesses Urged Not to Panic

    Reassuring its members, FECE Nepal clarified that all companies affiliated with its eight major member associations—ECAN, IREIN, NAAER, JALSAN, APCAN, KECAN, AECAN, and NEWA—are fully authorized and legally registered under the Education Act 2028, the 2073 Directive, and the Ministry of Social Development under respective provincial governments.

    The federation has urged all its legitimate member institutions to continue providing educational counseling services and test preparation classes with confidence, without succumbing to any confusion, fear, or mental pressure.

    Concern Over Undue Harassment and Extortion

    Acknowledging that the educational consultancy sector has provided factual, scientific, and technology-driven counseling to students for the past 36 years—significantly contributing to Nepal’s education, employment, foreign exchange earnings, and skill transfer—the federation expressed grave concern over rising negative trends.

    FECE Nepal noted that certain elements have been intentionally damaging the reputation of legitimate entrepreneurs, creating mental pressure, and resorting to extortion based on personal grievances, visa rejections, or a student’s violation of study-abroad rules. The federation cautioned its members to remain vigilant against such malicious activities.

    Furthermore, FECE Nepal has requested the Ministry of Home Affairs, District Administration Offices, Nepal Police, and the Ministry of Education and Sports to coordinate closely with federation representatives while resolving subject-specific complaints. This will ensure that disputes are handled in a fair, factual, and lawful manner, protecting innocent and legally operating entrepreneurs from unnecessary harassment or reputational damage.

    Appeal to Students and Parents

    In its statement, FECE Nepal strongly advised students and parents to seek counseling services only from companies that are officially approved by the Ministry of Education and Sports, the respective Provincial Ministry of Social Development, and those affiliated with the federation’s member associations.

    Lastly, member companies facing any policy-related, administrative, or practical hurdles during their operations have been requested to immediately contact and coordinate with the officials of their respective associations or the central federation.
